Abstract Water scarcity and climate change are posing new challenges to irrigation management. Climate increases water demand decreases crop yields. The aim of this paper is propose a framework select the most efficient strategy mitigate impacts achieve food security. Value engineering (VE) methodology utilized assure functionality add an element creativity while creating value alternatives. life cycle cost (LCC) technique provide optimum from economic perspective. findings showed three different alternatives for crops, soil types, systems. This contributes current state knowledge by a) utilizing Engineering in management studies; b) evaluating strategies ensure management; c) providing policymakers with tool incorporate added into their policies regarding water.
